USG40 - emulating HOSTS file

I've been trying to get my USG40 to emulate the behaviour of a HOSTS file i.e. any attempt to access particular URLs (defined within the HOSTS file) are, in effect, ignored. I must stress that I only want to block URLs specified by me – no recourse whatsoever to Zyxel's block-list service. Needless to say I haven't, so far, managed to get things working and it's getting a little frustrating. I have done the following (using bbc.co.uk as a test address for blocking): • Created a profile in UTM Profile / Content Filter • Within that profile, enabled "custom service" and "check common trusted/forbidden list" • added "bbc.co.uk" to the list of forbidden sites (which, according to the help screen, means "*.bbc.co.uk") • within Security Policy/Policy Control, added a rule (at the top of the list) with UTM Profile/Content Filter selected and linked to the profile referenced above. According to the instructions, this ought to do it but any attempt to access or ping anything related to bbc.co.uk flies straight through. So I'd appreciate any guidance on getting my block list to work. Thanks!
